Grand jury subpoenas are tools used by prosecutors to investigate an individual or group of individuals for suspected criminal conduct. Grand jury subpoenas can be issued to obtain testimony or records from not only the targets of the investigation, but also witnesses as well as “subjects,” who are not the primary target but who the government believes may have something to do with the potential crime. A grand jury, which is a group of citizens, will consider the evidence presented and determine whether criminal charges should be brought against the individual(s) under investigation.
